It doesn't mean you have Full pots its 100% Success.
Luck rate of upgrading is by chance only. No one actually knows how exact this chance is.
However, adding/donating rupiah/valuables during upgrade (even if its full bars) will increase the success rate.
Using also Remate (luck increase item) will also boosts the luck during upgrade but you will lose the item if it fails.

Upgrading +13~15 in Kathana IV is pain in the ass and needs A LOT of rupiah & Taney.
Otherwise, Kathana V (was Cali) is the easiest to obtain +15.

Hello guys i will go directly to my point. Upgrading is by luck. There's no technique on it.

or should i say it is random. But before upgrading you should full the pots at Priest Vananta it will increase the upgrading success but not totally as in 100%.
PATIENT IS THE KEY TO SUCCESS

I beg to disagree, there is ways you can upgrade with less failure rate... Since beta i have always upgraded and found ways to have almost 100% upgrade success on +10/+11/+12/+13... The only hard part playing in Kayden server is the upgrading fee which is very steep...

yeah less failure but not 100% success.
much better donate $ from server than to upgrade all by yourself.
